CWB Monitoring and Evaluation
Communities and organisations in Scotland are already doing innovative and meaningful CWB work, but there is still a need for practical tools that help us understand what is changing, track progress over time, and make the most of the data and indicators that are available, especially now when the Community Wealth Building (Scotland) Act 2026 is in place.
We know that data availability varies considerably across places and themes, and that some indicators are not currently available at the level of granularity practitioners would ideally like to see or work with. Rather than prescribing a one--fits-all approach, we developed a framework that is intended to be used as a menu of indicators rather than a fixed set of measures.
We hope the framework provides a flexible starting point that can be adapted to local contexts, priorities and data availability, so we can develop approaches that are grounded in the realities of implementation and shaped by the people who will actually use them.
Now, we know these resources aren't the final answer. There are still gaps in the available data, indicators and evidence base, and much more work to be done. But every framework has to start somewhere, and we hope these resources provide a useful starting point for conversation, testing, learning and improvement as Community Wealth Building continues to develop across Scotland.
As local authorities begin implementing the Act, we hope these resources will support meaningful tracking of progress and change, while also helping to identify where further data development and evidence building are needed.
