Stage 1: Theory of Change


This first stage will be led by project partner Ipsos.  Four theory of change models will be created, one for Community Led Local Development, one for Scottish Rural Action, and one for Scottish Rural Network and an overarching theory of change

In line with the evaluation principles set out in the Green and Magenta books and additional information, the theory of change development will set the groundwork for the review, ensuring there is a comprehensive and shared understanding of programme and project aims, delivery, and expected impacts. The theories of change will both inform and be informed by the evidence review (Stage 2) and will shape the fieldwork (Stage 3).

The theory of change work will focus on engaging with policy officials and programme leads, setting out the policy approaches underpinning the programmes and projects.  Future stages, particularly the fieldwork stage, will research how this policy was delivered.
